Florida HOA operating records: linking meetings, budgets and reporting

Section 720.303 works best as an operating system, not a folder of disconnected compliance documents.

Maintain records while the work happens

Section 720.303 addresses core operations for qualifying Florida homeowners associations. A Northwest Florida board should organize meetings, accounting and records retention together because each produces evidence needed by the others. Minutes document decisions; contracts explain expenditures; financial records show what happened after approval.

The statute lists official records including governing documents, meeting minutes, insurance policies, contracts and financial information. Many categories have a seven-year retention baseline, while particular records have different periods. Bids and voting materials illustrate why a single blanket deletion schedule is unsafe.

Make the records-request process usable

An owner request should be logged when received, assigned to a custodian and checked for the applicable 10-business-day access period. Identify the actual documents requested, search the locations in which they are maintained and separate protected material before production. A manager's absence should not leave the association without a response process.

Associations with at least 100 parcels have specified website or application requirements. The required set includes governing documents, budgets, financial reports, insurance information and other listed materials. Protected owner access is part of the statutory design. Posting everything on an unrestricted public website is not a compliant substitute for screening and access controls.

The online system also carries notice-related duties. Member-meeting notices and agendas have posting requirements, and documents to be considered by members may need advance availability. The person preparing the meeting packet should coordinate with the person maintaining the portal, rather than assume one action automatically handles the other.

Connect budgeting with reporting

The annual budget should explain anticipated operating expenses and reserve treatment. Chapter 720 reserve obligations depend on the statute and applicable governing documents; condominium SIRS rules should not be imported automatically. Identify which assets the HOA maintains and how replacement needs will be addressed.

Annual financial reporting is separate from budget adoption. Confirm the applicable reporting level and deadlines with the accountant using current revenue, parcel count and statutory provisions. Do not call a spreadsheet an audit or assume that an approved budget proves the prior year's spending was properly reported.

Board meetings generally must be open to members, subject to statutory exceptions. Email may be used to communicate, but directors may not cast votes on association matters by email under this section. Retain minutes showing each present director's vote or abstention.

Board checklist

Inventory records by category, owner and retention period. Assign backups for request handling and portal access. Test owner login and document retrieval. Reconcile budget line items to contracts and maintenance responsibilities. Calendar the financial report separately from the budget meeting. Preserve notice evidence and approved minutes. Review sensitive disclosures and disputed access questions with counsel while continuing to provide records that are clearly accessible.
